The inquisitor staff does not require that and thus can devalue other things easily in the mode. The ED3 title wasn't changed for the sake of ironman mode if I recall, but for drop logs as it was deemed too rare, even though I don't think it was that rare if you did solos (1/45 or 1/55 for a piece which isn't that rare with 3 dungeons an hour).

Technically the Inq staff is still best in slot where it works because it does about t97 damage. Realistically, using the FSOA as a t95 weapon won't lose you much damage, you gain a good amount of accuracy, and it works on everything. I did a test and it was more in the range of 20-30 iirc, so that's a difference of about 1.5 hours.
